KAWASAN PERDAGANGAN BEBAS BATAM
JAKARTA. Undang-Undang Kawasan Batam Bintan dan Karimun (BBK) sebagai Kawasan Perdagangan Bebas dan Pelabuhan Bebas memang sudah putus sejak 1 November 2007. Tapi, UU No 44/2007 itu cuma macan kertas yang ompong. Sebab, meski UU itu memberlakukan pemberian fasilitas pembebasan bea masuk serta Pajak Pertambahan Nilai (PPN) dan Pajak Penjualan atas Barang Mewah (PPnBM) dan cukai, nyatanya hingga sekarang belum satupun pengusaha yang bisa menikmati fasilitas tersebut.
Dua petinggi Kamar Dagang dan Industri Daerah Kepulauan Riau (Kadinda Kepri) Abdullah Gosse dan Yanuar Dahlan mengeluhkan hal ini. Mereka menduga penyebabnya adalah karena pemerintah pusat terlalu lama dan bertele-tele menetapkan anggota Dewan Kawasan (DK) yang bakal menjadi penghubung antara pusat dengan pengusaha di BBK.

Keterlambatan pembentukan DK untuk FTZ di BBK ini otomatis menghambat pembentukan, Badan Pengusahaan (BP) di tiga kawasan itu. Padahal Badan Pengusaha itulah yang berwewenang memberikan izin memasukkan dan mengeluarkan barang kepada pengusaha di BBK. Selain itu, badan ini juga yang berwenang memberikan rekomendasi pengusaha yang layak menikmati fasilitas.

Betul, deadline pembentukan DK dan BP adalah 31 Desember 2008. Cuma, bukan berarti batas ini menjadi kesempatan bagi pemerintah pusat mengulur waktu pemberlakuan FTZ. Pendeknya, semakin cepat terbentuk akan semakin baik.

Sayang, Kadin Batam tak melihat kesungguhan niat pemerintah pusat mempercepat pelaksanaanya. Misalnya, hingga kini Menteri Keuangan belum merilis Peraturan Menteri Keuangan (PMK) yang mengatur kebijakan fiskal. “Peraturan Menteri Perdagangan tentang tata niaga di BBK juga belum ada, “tandas Abdullah Gosse.

Direktur Jenderal Pajak Darmin Nasution mengaku Departemen Keuangan belum bisa menerbitkan PMK penetapan fasilitas fiskal di FTZ BBK. Alasannya, sebelum PMK itu terbit, pemerintah harus membuat Peraturan Pemerintah. “PP-nya saja belum terbit, “kata Darmin.

Sebelumnya, Menko Ekonomi Boediono menyatakan tak ada masalah dengan pelaksanaan FTZ di BBK. Hanya dua hal yang belum selesai, yakni soal pembentukan DK dan BP. Tapi semua itu bisa diatasi karena Otonomi Batam tetap dapat menjalankan tugasnya. Bagaimana dengan Bintan dan Karimun? Sayang, Boediono tidak menyebutkan jalan keluarnya.
